What should a water bottling plant design freeze actually authorize?

State whether the decision covers process, equipment configuration, formats, layout, utilities, controls, civil interfaces, documents, or a specific release package.
Verify Required Inputs and References
Index the approved URS or requirements, design basis, SKU data, site survey, utility evidence, interface records, drawings, and local confirmations used.
Check Cross-Discipline Reconciliation
Confirm tags, dimensions, loads, connections, access, controls, materials, routes, and responsibilities agree across the documents being frozen.
List Open Items by Consequence
For each unresolved point, identify affected work, provisional allowance, decision owner, due date, rework exposure, and whether release is permitted.
Name the Downstream Authorization
State exactly which procurement, manufacture, civil work, software, tooling, or site activity may start from the frozen package.
Record Approved Exceptions
