Start With the Complete Production Boundary
Review raw-water intake, treatment, treated-water storage and transfer, bottle supply or blowing, compressors and cooling, rinsing, filling, closure handling, conveyors, labeling, coding, inspection, secondary packing, pallet interface, controls, and utility generation. Separate the base offer from options and future phases.
Expose Engineering and Interface Exclusions
Check requirement review, process calculations, equipment layout, utility loads, point-of-use conditions, piping and cable boundaries, control signals, local design inputs, access and maintenance review, document revisions, language, software, licenses, drawings, and as-built responsibilities.
Normalize Logistics and Site Work

Does “turnkey” mean nothing is excluded?
No. The signed itemized scope and responsibility matrix define what the term means for the actual project.
Are local pipes and cables normally included?
Do not assume so. Generation equipment, equipment terminals, distribution, installation, and final connections can belong to different parties.
Should every option be included in price comparison?
Compare a common mandatory boundary first, then evaluate options separately with their dependencies and consequences.

Land, building and civil work, permits, import and customs, local taxes, site utilities, unloading, lifting, local labor, travel support and commissioning materials are not automatically included. Confirm every responsibility before order.
